Key responsibilities:
*Support the Central Support team in driving cost comparisons across all three divisions of the COO directorate.
*Give support and financial advice to senior decision makers within the COO Directorate, taking account of both financial and business knowledge.
*Responsible for developing and running the budget allocation process across COO.
*Acts as the Senior Finance Business Partner to the Head of Central Services in COO (an SCS post)
*Provides professional leadership and support to the wider COO decision support community, including the provision of financial coaching and upskilling as appropriate.
*Develops monitoring and analysis that is forward looking and leads to demonstrable improvements in the decision making process within Jobcentre Plus.
*Drives through significant culture change within the Finance Community of Jobcentre Plus, developing new ways of working.
*Manages the ongoing maintenance of COO budgets, ensuring that budget transfers into, out of, and within COO Directorate are processed in line with prescribed guidelines, and adequate audit trail records are maintained – including regular reconciliation of records to the financial reporting system and Jobcentre Plus “Budget Book”
Qualifications:
*CCAB Professional Qualification (ACA, ACCA, ACMA,CIPFA).
Key Skills/Experience:
*Highly developed oral and written presentational skills.
*The ability to influence and support senior managers in the evaluation of business decisions. Financial
*Management accountancy skills within a large, complex organisation.
*The ability to contribute to the development, promotion and implementation of financial strategies.
*Knowledge and understanding of financial and business planning.
*Understanding of costing principles and systems and their practical application.
*An understanding of Government Accounting would be an advantage.
*Experience of costing and the provision of high quality management and financial information, based on financial analysis, in a multi-product environment would be equally important.
